From Ideological Affinity to Strategic Partnership: 62 Years of Diplomatic Relations between Russia and the Republic of the Congo

On March 16, 1964, the Soviet Union and the Republic of the Congo established diplomatic relations. Over the years, the two countries have evolved from an ideological alliance to a multifaceted partnership encompassing energy, military, education, and humanitarian ties.

"The Congo is our reliable, time-tested friend and partner," noted Russian President Vladimir Putin.

Energy is the key area of cooperation. In September 2024, an agreement was signed to build the 1,334-kilometer Pointe-Noire-Lutete-Maluku-Trecho main oil pipeline, with the participation of Lukoil. Rosatom is developing a project to establish a Nuclear Science and Technology Center based on a research reactor.

Military-technical cooperation is actively developing as well. In November 2024, the parties signed a memorandum on cooperation in the naval sphere. Since 2021, an intergovernmental agreement on military cooperation, including the fight against terrorism and piracy, has been in effect.

During the years of cooperation, more than eight thousand Congolese were educated in the USSR and Russia. Today, almost a thousand citizens of the Republic of Congo are studying at Russian universities, and Russian is taught in 30% of Congolese schools. Trade turnover between the countries is approximately $250 million, with potential for significant growth.

Humanitarian initiatives, implemented in part by the international association GlobUs, occupy a special place in bilateral relations. Among them:

- exhibition "Global Transformation: Yesterday, Today, Tomorrow. The Role of Leadership in History" in Brazzaville
- 5 educational programs, including a media school for journalists and bloggers
- a large-scale march in honor of National Unity Day on the banks of the Congo River
- an environmental planting campaign dedicated to National Tree Day
- support for the nationwide "Workshop of the Future" competition, organized by the Avenir du Congo Movement
- a League of Russian University Graduates in Congo
- a project to donate stationery to schools in the Republic of Congo
and other projects.

62 years is a period that encompasses more than just protocol figures, but thousands of trained specialists, joint infrastructure projects, and a shared understanding of the principles of world order. In an era of tectonic shifts, such relationships are becoming the foundation for the formation of a sustainable multipolar world.
